After more than a year of reflection, listening, and reconnection, Confluence is honored to share our 2026–2030 Strategic Plan.
This plan did not begin with a blank page. It began in community.
Over the past year, we hosted listening sessions in Tribal communities across the Columbia River system, gathering Native youth, artists, educators, culture bearers, land practitioners, and longtime partners. These deep conversations outlined clear priorities and created space for the communities we serve to speak honestly about what is needed now — and what is possible for the future.
Rather than imposing predetermined programs, we structured this strategic plan around what the community shared. Our 2026–2030 framework centers three interconnected areas of work: Indigenous Traditional Ecological & Cultural Knowledge, Art & Culture, and Youth & Intergenerational Learning. Together, these areas reflect a commitment to land, story, and future generations.

This plan also reflects our own evolution. As we continue to transition toward being fully Native-led and Native-serving, we have strengthened our board and leadership structure, deepened our accountability practices, and clarified how we measure progress — not just in numbers served, but in relationships sustained and trust built over time.

The path ahead is clear: expand access, increase investment in Native artists and educators, grow youth programming, strengthen stewardship of our sites, and amplify the stories of the Columbia River system through publication and public programming.

But more than a roadmap, this plan is a promise.

A promise to continue showing up in community.
A promise to listen before acting.
A promise to invest resources where they are most needed.
A promise to honor the knowledge, leadership, and sovereignty of the Native communities we serve.

We are deeply grateful to everyone who participated in listening sessions, shared feedback, offered critique, and helped shape this direction. Your insight, honesty, and generosity made this plan possible.

The next five years will be guided by what we have heard and by the relationships we continue to build. We move forward with humility, clarity, and commitment — grounded in 23 years of work and strengthened by renewed connection.
